Will washing my hands twice or more ensure my hands are germ free to cook or is it wasting antibacterial soap?

I put bins out, change my childrens nappies, go to the toilet, handle dirty clothes, clean up bodily fluids, do the gardening etc... I would like to know facts on how efficient hand washing is to ensure all the bad bacteria is gone so i can make food after handling these germy things? Thanks x
