Dog ate piece of raw meat packaging?

Yesterday I cooked some ground beef and threw the container in the trash. Just now when I was pulling the bag out of the can to take it out my dog (60 pound lab mix) reached inside and grabbed that little paper thing that is on the bottom of the meat package- it looks like a little towel thing to soak up the juice. He grabbed it so fast and ran and then swallowed it before I even had a chance to catch up with him. I'm not so concerned about him passing it as it was only like 4 inches by 3 inches and he's pretty big, but what I'm concerned with is if he will get sick from the raw meat germs that were on that thing. Has anyone's dog ever eaten something like this? Do you think he will get sick from the germs? It had been in the trash for over 24 hours.
