Why wont my mom let me take my budgie out of its cage?

i had my budgie for almost three weeks and i asked my mom if i can take my budgie out of its cage and she said no. shes not scared or worried about the germs it has (if it had any). she used to own about two budgie herself. im 14. i need to spend time with my budgie. CAN ANYBODY HELP.
